CONSİSTENT MEASURES ARE BEİNG TAKEN TO İMPROVE JUDİCIAL ACTİVİTY

Judicial activities under the leadership of President Ilham Aliyev are being improved, accessibility of citizens to courts is facilitated, infrastructure is upgraded. On the eve of the 100th jubilee of the Azerbaijani Justice, a new modern building equipped with the latest technology for district court in Zagatala, contributed to the high level of organization of the activity in this area, to the increase of the effectiveness of the judiciary and to the protection of human rights.

Justice Minister, Chairman of the Judicial-Legal Council Fikret Mammadov, who attended the opening ceremony of the new building, held a broad consultation with the chairmen and judges of the region in Shaki Appeal Court.

Prior to the event, Minister and Head of Sheki Executive Power Elkhan Usubov, Chairman of the Court of Appeal Mubariz Akbarov visited the monument to national leader Heydar Aliyev in Sheki and laid flowers to his monument expressing deep respect for his dear memory.

It was acquainted with the Heydar Aliyev Center, Flag Museum, "ASAN Life" Complex "ABAD" Ceramics and Applied Art Center which were recently unveiled by the head of the state in Shaki.

At the meeting attended by relevant officials of the Ministry of Justice and the Judicial-Legal Council the measures taken to improve the judicial activity, existing deficiencies and upcoming tasks were discussed.

F.Mammadov spoke about measures to increase the efficiency of justice, improvement of legislation in this field, transparent selection of judges in Europe, as well as the creation of the electronic court information system and the new judicial infrastructure, implementation of the Decree of the President dated 10 February 2017 on humanization of the penal policy.

It was noted that as a result of decriminalization of the Criminal Code, about 5,700 convicts under the new law were alleviated, including 1,700 persons were released from imprisonment, effective probation control is carried out by applying electronic bracelet on about 500 persons convicted of new penalties.

At the meeting, bringing to the attention the important tasks of the courts by the Decree highlighted the high responsibility of the judges in the protection of human rights, in particular the right to liberty.

Also, was noted actions on execution of concrete tasks of the head of state related careful attitude to citizens, prevention of cases of corruption. Emphasized the necessity of representing morally pure judges in the judiciary, increasing the principality from the courts of appeal, negative attitude towards negative situations and was brought to attention upcoming tasks on raising anti-corruption culture, prevention of non-procedural relations, to comply with ethical behavior rules.

Touching upon the measures taken to fill the existing vacancies in order to increase the effectiveness of judicial activities, it was stated that the Supreme Court and all appellate courts were fully complemented by the appointment of 30 judges for the first time. Was noted the principal evalution of more than 60 judges who have completed their term of office, including judges participating in the meeting, was emphasized the inadmissibility of circumstances causing the citizens justifiable dissatisfaction.

Also, was noted that 108 candidates, who were successful in transparent and multidisciplinary exams will be appointed in the coming days, thereby the vast majority of judges corpus will be supplemented.
